TS files are basically HD video files (MPEG-2). It’s possible to convert them using HDTV2MPEG for further processing but dgMpegdec is able to open TS files directly.
Required programs:

dgMpegdec (successor of DVD2AVI)
VirtualDub
VFApi
Winamp
